About Stephen

After receiving his MA in Economics from Oklahoma State University, Mr. Hiebsch taught at Oklahoma
City University (OCU) for 5 years before taking a position as the economist and statistician at OGE
Energy Corp (OG&E) in Oklahoma City. In that position, he worked with various areas in the
company, including rates, marketing, corporate planning, finance, engineering, and fuels. He was
employed at OG&E for just over 27 years and retired as the Manager of Market Research.
While at OG&E, he received a USAID grant to teach a seminar on incremental cost ratemaking to
Russian electric utility executives in Moscow in 1997.

In 2005, he took early retirement from OG&E to work with the United Way of Central Oklahoma for
5 years. After his time at the United Way, he returned to teaching as an adjunct professor. In the
past, he taught classes in economics and statistics as an assistant professor and adjunct professor at
OSU-OKC in Oklahoma City, OSU in Stillwater, OK, OU in Norman, OK, OCU in Oklahoma City,
UCO in Edmond, OK, Southwestern College in Winfield, KS, the University of Phoenix in Oklahoma
City and at Randall University in Moore, OK.

Currently, besides teaching at Randall University, he has a contract with the Central States Air
Resource Agencies Association (CenSARA) to conduct a seminar in the use of Microsoft Excel for
statistics for employees of the air quality divisions of the environment agencies of eight states in the
center of the United States.

In 1991, he accepted Jesus as his Lord and Savior. He and his wife, Jimmi, have 4 children and
5 grandchildren spread from Oklahoma City to Houston, Texas, and on to Jacksonville, Florida.
